Prequalification: Preparation of Climate-resilient and Energy-efficient Cooling Investments in Malawi.
The World Bank Group (WBG) invites eligible consulting firms to express their interest in providing consultancy services for the preparation of climate?resilient and energy?efficient cooling investments for health and education facilities in Malawi. This assignment will support the Government of Malawi and the World Bank in advancing the preparation of a potential cooling investment to complement the Accelerating Sustainable and Clean Energy Access Transformation (ASCENT) Project in Malawi.Malawi is implementing the ASCENT Project with support from the World Bank to expand access to sustainable and clean energy. Component 3 of ASCENT: “Energy Access for Schools and Health Facilities” includes the electrification of public health facilities and schools through grid and off?grid solutions. Private sector solutions for long-term sustainability; particularly for the off-grid electrification; is being explored. Building on these investments; the Government of Malawi; with support from the World Bank; is exploring the integration of climate?resilient and energy?efficient cooling solutions—particularly for cold chains; essential medical services; and space cooling in approximately 1;000 schools and 280 health facilities.Additional resources potentially available under the Green Climate Fund (GCF) Cooling Facility (FP177) present an opportunity to scale up sustainable cooling interventions in line with international energy?efficiency standards and environmental safeguards; to strengthen the resilience and adaptation capacity; while mitigating greenhouse gas emissions associated with the scale?up of cooling solutions.The objective of the assignment is to undertake preparatory technical; financial; policy; and institutional analyses to support the design of a climate?resilient and energy?efficient cooling program for health and education facilities in Malawi. The assignment will inform facility prioritization; assessment of energy?efficient; climate?resilient; and climate?friendly cooling technologies; investment costing; and preparation of an implementation roadmap for a potential GCF?supported Cooling Additional Financing linked to ASCENT.
